The best method I've found, for symmetrical work, is folding a square piece of paper in half, and then folding that in half to create a triangle. You may then begin cutting a pattern that will reveal itself once you unfold the paper completely.
Mmm... it depends. You may plan ahead, if you like, but sometimes it's nice to have a little surprise, just following your heart on what you feel is right.
