Considering the starchess in the flower garden, I think it might be the fact that it may be a bit... separate. Jing Yuan or Jiaoqiu likely had influence on its creation. Were the tavern not connected to the bar, in the mansion's neighborhood, I think it would likely become a sanctuary, as well.
