Dragon, yes. There are many kinds of dragons in Teyvat, even after their fall as the dominant race, all with different horns or none at all. I've noticed that those without wings, like myself, tend to have different horns from what everyone seems to think typical, here.
Admittedly, I am also part qilin. So I am not a full-blooded dragon.
They are, yes. They were previously the rulers of Teyvat, before an individual that became the entity known as the Heavenly Principles brought down the Seven Sovereigns, the dragon rulers of each element. The power from those Seven became the power of the Seven we know of today - the Archons. But I was not alive to see their downfall, and was a few thousand years old when the power was offered to the world.

A qilin is reminiscent of a unicorn, although more akin to a deer. It's an illuminated beast unique to Liyue.
