I truly would have expected Master Mizu to wake up the moment someone so much as stepped into the area, to be honest with you, before either of us even stirred.

It sounds as if Charlie had quite the journey, from the mansion to the beach, yet no one was any the wiser.
That it would unlock for her... perhaps even the barriers fell, as well, to allow her free roam. I hope that her journey was because she was trying to check on everyone, rather than anything more nefarious.
